Free Dubai visit visa countries list - separated from main Dubai visa page for easier reference since it’s referred to relatively often. List includes most (or all) western countries, a couple of Asian countries, and a couple of unclear entries. Malta and Paraguay are seen in some references and not in others. Best information is that Malta makes sense but Paraguay is a bit unusual - no other South American countries appear on the list. Paraguayans (Paraguaians?) would probably be well advised to check with the UAE embassy or immigration department to confirm if indeed they can get a visit visa on arrival in Dubai (or anywhere else in the UAE).
